Army Veteran
James “Jim” Hughes is currently Secretary, Board of Directors of the North Texas Crime Commission, and Chairman of the NTCC Law Enforcement Training and the Metal Theft Committees. He earned his BS degree in Criminal Justice and an MBA from Abilene Christian University.
Jim is an Army veteran and retired police officer, working 32 years with the Dallas Police Department. He spent 15 of those years on the Drug Enforcement Administrative Task Force at DFW Airport, where he developed a way to profile and identify narcotics couriers. This process led to the seizure of over $43M in narcotics-related currency, one ton of cocaine, 200 lbs. of methamphetamine, and eight tons of marijuana. He also participated in Vice President Al Gore’s Commission on Airport Safety and Security, where he shared his profiling methods. His method, now known as the Capps System, is currently being used by the TSA. With his talent in training, he assisted the DEA in developing the Operation Jetway Training Program and has personally trained over 7,000 DEA agents, FBI agents, customs officers, state officers, and local officers worldwide. He also helped form the International Narcotic Interdiction Association, which provides training to narcotics agents at its annual Skynarc conference. He was awarded Non-Narcotic Officer of the year in 1989 and Officer of the Year by the Dallas Police Department in 1994.
After retiring from the force, Jim became the Director of Security for Legend Airlines, authored the FAA-approved Legend Airlines Security Manual, and worked as a Sales & Marketing Manager for 3M, where he increased annual sales from $150K to $15M in five years.
Outside of his career, he sits on several boards, offering his expertise on law enforcement, training, and security. He spoke on “Methods of Concealment on Aircraft” at the AVSEC Conference in Cairo, Egypt, hosted by Airports Council International, and was awarded the 2018 World Affairs Council “Volunteer of the Year Award” for coordinating meetings for International Visitors to the DFW area.
